One of the dilemmas of planning time is what to do when a budget for time runs out (especially on a Friday or month-end when everyone is finalizing their time). We solve it by allowing users to increase their own budgets, but we manage it by notifying the project manager immediately about the change in scope so that the project manager can take corrective action if necessary (through a budget scope change or change in approach to the tasks at hand).
